Can non-administrators view a list of Branded links that administrators have created?

I'm in product marketing at my company and would like the ability for our Dev team to be able to view a list of all Branded links created thus far without the ability to edit/add Branded links. Is this possible? TIA.

Using export.py and getting SSL related issue
